Juliette's Talking about the News

Today , Juliette has chosen  to speak about François Hollande’s new government.

François Hollande who was sworn in as president on Tuesday , May 15th unveiled the composition of his new government on the following day.

For the first time, half of the 34 appointed ministers are women(although most of the senior posts went to men) and only four of the new ministers have served in government before.

He named Pierre Moscovici as finance minister and Laurent Fabius as foreign minister, key posts under Prime Minister Jean-Marc Ayrault, like them a social democrat.

At the first council of ministers on Thursday afternoon, the government voted on its first measure, a 30% wage reduction for all ministers and the president, as promised by Hollande in his election campaign. Instead of €21,194 (£17,045) a month before tax (brut) , the president and prime minister will each receive €14,836. Ministerial monthly salaries drop from €13,423 to €9,396.

As well as gender equality, which was a pillar  ( pilier) of Hollande's campaign, seven of the new posts went to ministers from French ethnic minorities.

Besides , many of them are still young  :  seven appointees are under 40 years old, with the youngest – Najat Vallaud-Belkacem, in charge of the newly created women's rights ministry ( she is also the governement spokeswoman), and Sylvia Pinel, a junior minister in charge of tourism – both 34.

Ministers were also advised to "listen to the people" and use the internet to consult the public, and were instructed to demonstrate their commitment to the "transparency in government" vaunted by Hollande by signing a public declaration of interests listing all their property.

However will this government  have a short shelf-life ?  Next month,  there will be parliamentary elections .Hollande has warned that any minister who fails to win their seat in the national assembly will also lose their ministerial post. A parliamentary majority is necessary to maintain a government, otherwise the prime minister of the opposing party is in charge of the executive.

Do you think it may happen ?  What would be the consequences ?

Vocabulary

to appoint a minister  = here = nommer  un ministre

To fail = not succeed ( ne pas réussir)  To succeed = also = succéder à

Wage = salary   -     Spokesperson /Spokesman/spokeswoman= porte parole

François ' Talking About the News

François has decided to broaden  our horizon and universe by speaking of new habitable planets in the habitable zone as  such were  recently discovered by HARPS (High Accuracy Radial velocity Planet Searcher)  spectrograph according to which there would be 100s of  habitable planets around red dwarf stars  in the sun’s  neighbourhood, that is less than 30 light years away(which is  still very very far! ). However there may be radiations resulting from flares or stellar eruptions in the red dwarf stars, making life on the planets less likely…..

A new exoplanet was discovered : Gliese 667 Cc. This is the second planet in this triple star system and seems to be situated close to the center of the habitable zone. Although this planet is more than four times heavier than the Earth,  it is the closest twin to Earth found so far and almost certainly has the right conditions for the existence of liquid water on its surface.

This is the second super-Earth planet inside the habitable zone of a red dwarf discovered during this HARPS survey, after Gliese 581d was announced in 2007 and confirmed in 2009.

Would you be willing to move to another planet if Earth was overpopulated ?

Elias's Talking about the News

Today Elias has chosen the topic of whales !

Whales can become stressed by noises from passing ships - that's what some researchers have shown ( in a study conducted after 9/11 attacks), by studying the whales' poo!

A team of scientists collected whale feces in Canada's Bay of Fundy and measured the stress chemicals in it.

They found that stress levels got higher when there were more ships.

Noises from ship engines are at the same frequency levels as sounds made by some whales to communicate, which can be confusing for the animals.

Some whales have adapted to ship noises by changing the sounds they make.

Increased stress can be unhealthy for whales over a long period of time. The effects can include not growing properly and becoming less able to fight off illness

For more information : http://www.globalpost.com/dispatches/globalpost-blogs/weird-wide-web/scientists-find-link-between-whale-stress-and-ocean-noise

What do you think can be done to rreduce their stress ?

Auriane's Talking about the News

Today Auriane  has spoken about an astonishing piece of news :

A Saudi man was trying to sell his six-year-old son on  Facebook for around $20million in order  to avoid 'living in poverty' after his illegal business was shut down.

Saud bin Nasser Al Shahry said that he was too old for the government unemployment agency to provide assistance and too young to collect a public pension.

Later ; he claimed having done that to attract the government’s attention to the situation of people like him in Saudi Arabia .

Technically, the penalty for human trafficking in Saudi Arabia is up to $266,667 (US) and a 15-year prison sentence, and can be increased if the victim is a child. However, Although slavery was officially abolished in Saudi Arabia 1962 ,the U.S. State Department consistently reports that “the Government of Saudi Arabia does not fully comply with the minimum standards for the elimination of trafficking and is not making significant efforts to do so.”

So who is to blame really ?

Saudi Arabiahalf of whose children face domestic violence or some kind of abuse, as  it is claimed by a Saudi Arabian human rights group, The National Society for Human Rights  ?

Facebook which has allowed such a sale through its website ?

A man who has dared to sell his own son ?

Hermona' s Talking About The News

Today Hemona has spoken about Aung San Suu Kyi

Read this article  carefully to know more , watch Hermona again and answer the last question .

She is a Burmese opposition politician and the General Secretary of the National League for Democracy. In the 1990 general election, her National League for Democracy party won 59% of the national votes and 81% (392 of 485) of the seats in Parliament. However before the elections, she had already been detained under house arrest where she remained in Burma for almost 15 of the 21 years from 20 July 1989 until her most recent release on 13 November 2010. She received the Nobel Peace Prize in 1991.

On Friday  she met U.S. Secretary of State Hillary Clinton whocame to Burma and  said that that the U.S. wants to see Burma take its rightful place in the world. Besides, she urged the Burmese government to speed up reconciliation efforts by releasing more political prisoners and stop violent campaigns against ethnic minorities.

The new Burmese government has already released about 200 political prisoners, eased some press restrictions and opened a dialogue with some of its critics, including Aung San Suu Kyi.

The United States and other Western nations imposed sanctions on the former Burmese military government because of its harsh human rights abuses, including military operations against ethnic groups and the jailing of up to 2,000 political prisoners.

Clinton stressed on  Thursday that the sanctions will not be lifted until Burma makes concrete steps toward democracy.

Aung San Suu Kyi S confirmed that she would  run for parliament in upcoming elections.

Will  Burma become a democracy  ? Can Aung San Suu Kyi win the elections ?

How do you think it’s still possible to have dictatorships in 2011 ? !

Jeanne's Talking About The News

Today Jeanne has chosen the sad subject of the murder of  a 13-year-old teenage girl named Agnes

Her  burnt remains were found following a two-day search on Friday evening( 18th of November)  in woods close to her Cevenol boarding school in the town of Chambon-sur-Lignon. She was raped and murdered by a seventeen-year-old classmate who was on probation for sexual assault committed in 2010. He had spent four months in prison but had then been assessed as no danger. He nevertheless reportedly continued to see a psychiatrist as well as the school's psychologist.

The girl's father has said he believed the school, Cevenol International was aware of the boy's history, including that he had had problems involving "acts of sexual aggression".

However, Philippe Bauwens, the school's head teacher, told French radio station RTL that the school was aware the boy had had problems with the judiciary but did not know their nature.

"We had no contact with the judicial authorities," he said.

French Prime Minister Francois Fillon said that in the most serious cases where a minor was a suspect, they should be "placed in a secure educational centre".

He also said it should not be possible for a pupil to be enrolled in a school without the head teacher being fully informed of serious cases involving judicial supervision.

The affair has choked France and the government has now launched an investigation It is now understaking discussions to reform the law.

What do you think should be done ( should have been done) to reform the law ?

Could it have been avoided ?

Some vocabulary to help you :

A criminal/police record = un casier judiciaire

To have someone committed to a mental institution( faire interner quelqu’un)

A school for children with special needs/ an educational centre

A recidivist/

The right to know

On probation ( en liberté surveillée)

Emotionally unstable teenagers
